Hello Mate... I have seen the site that you have reffered.. And i thing its quite simple... All CMS can do this. Wordpress, Joomla, Drupal, anything. The simple key is on the themes, template, or skin. Sample in wordpress : write post, upload video, take some screen shoot of video, and give some direct link there. thats all... Here are some video sharing scripts reviews. I guess Clipshare can let you upload AND also download the videos (FLV files). You have to play in the configuration page...or, if not, probably you have to do some custom programming.
