After 180 days, he can able to withdraw the funds even though if he didn't submit necessary documents. So, he can able to add after 180 days in my opinion.
Ahhh, thanks for the info. To the OP: Wait 180 days and you'll be able to withdraw the funds, in the meanwhile, try to get yourself a new account with valid details and continue what you were doing, but remember, no lying this time.
i do not want to guide.. but still.. ask other person to place refund request, this again still no guarantee that you would get back your money. other party must cooperate with you. second mistake: Making another fake ID i,e is going to put you more in lot of trouble,, is completely illegal. Avoid fake IDs, next time use real identity. A person could enjoy this only till they get caught after that you can't get that corrected. note-that; Further - in case of PayPal accounts every access to account and its GEO IP location is tracked. So easily they will catch people faking IDs.

There was no need for you to add a credit card unless you wanted to remit money. However, as others have pointed out, request the person who sent you money to file a dispute and get the money. Clear your cache, open a new account and tell your friend to remit money to that account. I'm sorry too say you prolly wont ever be able to get that money. And if you put in fake details like a drivers licence and bill you can get introuble with the law (well atleast the US). I'd just leave it alone and open up an account with your real information and just try and make the money back, because paypal wont give you it :\
After 180 days everyone can withdraw their money. If you don't have a US account you an ask someone to withdraw for you. They run what is called Paypal withdrawal services.
