I would use PhotoShop and put some bevel and emboss in on the text layer, then rotate the text layer. Then, when you have the image, you can add it to the body tag in the html or as a background-image in the css. Let me know if you need more detailed information.
And remember the background tiles by default, so when you make your image be sure to put your logo in the center with some space around it, for example in the site you mentioned this is their background image: http://topsecretautomaticmoney.com/art/background2.gif
