After some people from Arab Countries sign it, send it to nearest Google Adsense Center and I think they would consider it.
Also, note this, you have to be patient with Google Adsense

Yeah! you can try for any other possible payment method

 

There is no WU fees I think and google handle the fees.. I received the exact amount last month..

 

WU was recently introduced in Romania too. Until some months ago, the only payment method we had was the check.
