What kind of webserver are you trying to set up? And which OS do you use : Win or Linux?

I'm guessing you downloaded the installer from php.net?

It comes without webserver... Dowload (Google) XAMPP and install that. It comes with everything you need.

For personal development, I'm recommending WAMP (Windows Apache Mysql PHP). I use it daily, and it runs fine on
    XP/Vista/Win7.
