    Create general categories first, and have a thread where your members can suggest you new categories to add. You can then have a poll of the suggested categories and add them based on popular voted.

    As per the data provided by alexa these are the top sites in Pakistan http://www.alexa.com/topsites/countries;0/PK , which reveals what the most pak internet users are interested in. So start with a General forum and create sub sections for their Interesting topics like crickets, movies etc..
