Please explain?!

I tried to figure this out but seems confusing, any ideas?

its the registry of tld .to (or www.nic.to )
they made another url shortener service (like http://bit.ly )
you put your long (eg. www.petconsultingservices.info/mypet/dudu/photo18763 ) url and they give you a short one like www.to./3pg3

 

I got the shortener part and the .to as a TLD but this is to. as a domain name.

 

its www . to only they managed to make an A record http://serverfault.com/questions/90737/how-the-heck-is-http-to-a-valid-domain-name
