    he is already PR5, he should concentrate on other things, I would say keywords should be a focus

    PR has ZERO to do with SERPS
    SERPS are the result of on page and off page SEO
    meta keywords are NO factor for SEO - meta description however yes

    in addition
    clean code pays off!!
    there are even whitepapers and tests circulating on that topic re G serps and code

    Relevancy, They have more quality backlinks, the other page is more on page optimized for the keyword/s
