    I'm looking for sites that want traffic and pay for it at least 3 cents per click, as an affiliate.

    I want to be allowed to display on my site "Please click on the sponsor's ads".

    Can't see you getting this at all. You can get good quality targeted traffic from Adwords for 3 - 5 cents a click, so why would like want to pay 3 cents for not so targeted traffic.
