What does that mean? Check the sites and you would know if they are undeveloped or not.........I suggest you make more educated comments next time.
That means that if the domains are undeveloped, they are worth the registration price only, which I would have to agree. You didn't ask for a website appraisal, just a domain appraisal. If you want a website appraisal, you should mention it in your original post otherwise you will just get a domain appraisal because people won't check to see if there's a site behind the domain

That's usually how people appraise names, they might just give you a price, or say "undeveloped" as well. So he means as a domain only
