As for the value, it's tough to say. Without development I would say low $xx to a reseller and low/mid $xxx to a motivated end-user.

Central Oregon, alright. This name is also registered in .us and far more importantly .de which has proven itself as the number one ccTLD in terms of usage and end-user sales.

If I were you I would do some research into it's possible German connection before formulating a sales strategy.
