If the new account is for another person, and you have done everything legal with your own account, then there is nothing to worry about. We have logged in to my personal account, my business account and my partners account under same IP all the time and nothing bad has happened.

Yes, you can use two PayPal accounts.

But, account information should be different like PAN, bank account, credit card info, etc.

No difficulties if you already have verified your bank account in your PayPal account.

i think it's ok as long as you don't sign in those 2 accounts in different IP, meaning that u have to always use that IP to log in to those accounts.

From a message I got from Paypal customer service, I learnt that it is permitted to have one business account and one personal account. I don't know if a person can have more than that.

But use real info because if you don't paypal will limit your account and well I got no idea how to get out of it.

I would think so, just have to be different email addresses, and verification.

You can operate many A/c from a single IP and i didn't get any issue yet but only keep in mind that paypal will make your A/c limited if you'll put wrong info or making unusual transactions.

    Thanks.

in your case, it's allowed. in the other hand, i heard paypal often
doesn't like if someone whose one account but he logs in at many
    different ips.
