i am trying to buy an website on which previous account owners adsense account got banned bcos of "potential risk to advertisers" he says site not banned and i can use adsense and earn as usual ,please guide me whether i should buy that site and place my adsense ads or not

If adsense was already banned on that site.. expect any new adsense to get banned. It would not be a wise investment.
Why buy a Banned website when you have plenty of good ones available? My suggestion to you is to leave that site as that may pose a great risk to your AdSense account, if you place AdSense on it!

Did he use the same AdSense account for more than one site? If yes, then, which site made his account get banned? If its the site you are going to buy, then its a risky situation for you!

I suggest you contact adsense support and ask them if it is ok to buy the site or not. This way, you will be on the safe side.

thanks cost is not big matter bcos its one time amount but the issue is its maintainence server alone cost me 300$ a month so i need to think abt it server cost first can i will be able to earn 300$ a month with 300K impressions / 82k visitors with major 75% traffic from US ?

No. Don't take any risk. As far as I know, if adsense bans any site, impressions will count, but clicks don't count.
