That is correct, but assuming that more pages and content equals more traffic, it does help in attaining the $20-40 a day.
If you really want to earn $20 to $40 then you really work hard on link building and search engine optimization. Making website is different thing and promotion is a different thing. And you cannot earn without promoting your site on google, yahoo and other major search engines.

with an website with 10 pages and good content you can make 20$ / day and with 1000 pages you can make only 1 dolar. Depend of website quality
I get your idea. But remember , content must be original , you need to promote your site , get back links , properly place adsense. Since most of your traffic will be from india , expect less from adsense , coz i dont think indian advertisers will be paying high for these keywords
$20 in 6 months seems difficult (i assume $5) due to three reasons 1)Education niche is becoming over crowded in India 2)Indian advertisements low bidding in Adwords 3)Google's policy to sandbox new websites with increasing backlinks (you are sure to do that).
