The PING is just the latency between one point to another. There is no software that will increase that, but it doesn't mean that your internet connection is slow. It just means the time for your computer to route to online game server is longer to that particular server, but it maybe faster to other sites.
If you mean blog pinging service, then go to pingomatic.com. It pings several other pinging services and the search engines. That way the seaerch engines will come to your site and you may get indexed faster.
do you means you want a software that has IP ping funcion to validate proxies? If yes, please PM me, I can provide you one.
PINGOMATIC is good. However, you can just add ping sites on your own blogs so that you won't need to ping manually your site every time you add new info.
