Ping Service That Notifies People You Link to?

    I don't know of a plugin that does what you're asking for. When you link to a blog it will appear on that bloggers dashboard. If you link to one of his posts it will appear as a trackback. So I guess there's no need for a plugin like the one you're looking for.
