So if you search yahoo or google for an image, is that image considered public domain if it doesn't have a trademark or copyright?

You can assume that the images are NOT in the public domain unless the site explicitly says otherwise.

Well, depending on the image, the person can: 1) Sue you 2) Charge usage fees 3) File a DMCA complaint with your host and all major search engines thus effectively shutting your site down. Best thing is just to not use someone else's images without their permission.
Somewhere on the page containing the image or on the site itself it will have a notice stating that the image(s) are in the public domain.
