Depends. If you use Adsense then you need a privacy page. I would simply copy one from a reputable website and edit it to fit yours. :)

When you say a photo rating site, are we talking pinterest here, or are we talking a 20 uniques a day type hobby site?

Some jurisdictions require certain legal terms and documents be presented. While you can try to copy terms from another site, it's very possible that they may not be applicable to you in your situation or, at times, I've seen them make matters worse.

Here's my thought on user generated content sites. Where there is little to no money, chances of legal action are small. But if you start having some success and you haven't set up your site with the right legal documents AND the right DMCA takedown policies and procedures, you may encounter trouble and which can put an end to your efforts. I believe my site has some privacy policy templates up if you search and we'll have a small library up in February. My suggestion is to ask questions and perhaps solicit a quick review. Many with experience are glad to provide some insight. Best of luck.

It probably would give you a good guideline of where to start but someone with some legal knowledge or experience with these policies should probably look it over.

Could you possibly give me an estimate of something like a privacy policy and TOS will cost?

It depends upon the complexity of the site(s). Some attorneys charge by the hour and if you're going to most, it's usually $2-3,000 minimum. When I've done work for colleagues, if it was a simple business I'd charge them only for the short time we discussed the business and provided them with a form that might be priced extra if it needed to be modified. Most were minor. Depends upon what you need.

Until your website gets over 50k uv's / day don't worry about it. Go find a site in the same niche as yours and copy paste theirs. Don't waste any money on having someone make one, use it on marketing your site instead.
