Picasa pictures. Can I use them?

    So I searched for a picture on Picasa and found one that I would like to use as a logo image for my blog. I don't see any condition for the use of the picture like creative commons for example. Am I allowed to use it?

    This isn't the link for the actual picture, but it's basically the same thing that I see on the picture in question.

    You mean as simple as changing some colors or does the change need to be more extensive?
