PhpLD bug for checking FEATURED links number allowed.

    If you are using EXPIRY DATE for featured links and DATE EXPIRY is set correctly (for 95% it's not working if function not updated) there is still code missing for checking DATE EXPIRY while counting FEATURED links allowed.

    Until today I had max of FEATURED links reached for one of category.
    But today one of links expired.
    And the system still shows max number is reached and no more links is allowed.

    So I had to check and update function that is responsible for that.

    Oh, it's not a mystery. No problem with posting.
    Another thing is that I'm sure - 90% of owners are not sure what's going on :)
    Same with DATE EXPIRY that in fact is not working for 90%.

    However all of that can be important for strong and long time phpld directory runners :)
