    I need php script

    So i can easily add categories and sub-categories.
    And user can rate mobiles and reviews and compare the features side by side with comparison feature.

    your best bet is to find a script that is already made and tested. If you get one made for you, it may take you days if not weeks before you start finding bugs.
    So I suggest you finding a free script that already does what you are looking for and custom few line to fit your needs.
