There are a few mobile telecommunication companies that own email2sms gateways, you would need to get in touch with the mobile networks you wish to send to and find out if they have such a service.

Cellular One ( USA Mobile Networks company ) have a email2sms gateway that used to work worldwide, if you sent an email to or , they haven't worked for me for over a year.

I'm not really sure about what services don't have an email to sms option, an example is at http:// smsscript .com . I don't know who your looking to allow people to text, but some examples are (these are mostly American networks):
    T-Mobile: phonenumber @ tmomail .net
Virgin Mobile: phonenumber @ vmob l.com
    Cingular: phonenumber @ cingularme .com
    Sprint: phonenumber @ messaging .sprintpcs.com
    Verizon: phonenumber @ vtext .com
    Nextel: phonenumber @ messaging.nextel .com

Each service will have their own setup. Sign up with one and they should make their sample code readily available.
