php quick project

    i need the following if possible

    main page:

    contains brief title and short post with a paypal donate button for each person that signs up.

    during sign up the user pays a fee to join

    after they pay they can post a short post on the main page which included a donate button.

    will all need a design as well.

    any takers

    i have an example site to work from
