A relatively budget programmer is here for your needs. I've been programming for around 6 years in PHP. I have the experience to whatever it is that I've pretty much ever needed for a web based application. I've developed things as simple simple as form generators (Mathematical) to detailed mailing applications (HiveMail Clone sold two a few people a while back).

i imagine that you can code oop (classes), use smarty & other php related things like page caching?

I can code OOP, infact prefer it but do not use smarty. Page-caching is a yes, as well. As for templating I have my own database templating system.
