    Dreamweaver has built in php syntax (albeit it's not the best... but its awesome for CSS)

    I don't get it, you either know php or you don't, what's the point in an application that knows everything you don't if you haven't a clue how to use it, you're prolly best buying a book or going on a course to learn and then at least the money ( and you'll have to spend money for a decent PHP IDE ) that you spend won't be a total waste.
