Php Programmer Needed Who can also code css

Need php programmer who got some knowledge as well about wordpress , and can convert my PSD design to an normal HTML and then integrate with a script. I won't need Wordpress theme to be made-just Im using wordpress for something as backend.

- JavaScript (Ajax, jQuery, YUI, moo tools, ext.js)
- PHP (OOP, Smarty, phpCake, MySQL)
- Xhtml, css2/3, html5, html4

He's skills:
- Recursive thinking (first he check if a appear a unexpected situation, then execut the action itself)
- Security aspect (Xtrimversus prefer to limit the function of a script, than he run in insecure situations)
- Clean code (doens't use "advanced" codes who are hard to read, he insert the code and other cleaning
