Buying PHP Programmer needed for website backend

I am looking for a PHP/HTML/CSS/MySQL coder who i sable to build a backend for my website. Below are the basic rough details and I am looking for a quote (time and price). Please PM me this or post it here.
Specifications of the backend:
The backend must:
• NOT include any type of login whatsoever
• Allow me to view basic stats on the homepage such as:
o Active members (members logged in in past 14 days)
o Amount of members
o Numer of messages sent
o Amount of groups
o Members online now
o Most active groups
o Etc
• View random messages, members, groups etc for moderation purposes.
• View latest 50 messages, members, groups etc
• View most viewed member, group and discussion
• Search for a specific member and have their stats brought up (by id/name)
• Search for a specific Group and have its stats brought up (by id/name)
• Bulk email all members and members who have been inactive for 1 year, 6 months 3 months and 1 month
• Be programmed in OOP

Database information will be provided.
