PHP Programmer Needed - Create Forum System

Hello,

What I need done is not very difficult, and I might just end up doing it myself. I need someone who can create a custom forum for my new website. It will be very simple and very basic. I *basically* need a clone of www.gtrestoration.co.cc

- Forum is set up so users don't have to register to post or do anything
- When posting, they put in a username, and if they want, they can password it (like on the website given above)
- Topics on the forums are sorted by the date they were started, and cannot be "bumped"
- Moderator of a forum can: delete posts, sticky topics, ban users from posting on their forum
- Admin panel where I can easily add new forums and edit existing ones
