PHP Programmer - MU-RS generator

Hi,
I need a script for generating rapidshare, megaupload, netload, 4shared, and others . . . but with these features:

-No one can download free but with premium account
-User can register accounts with PP-LR
-Admin can create accounts in the admin area
-The account starts when user login to their accounts
-Admin can set the download limit for users
-Admin can set the account type (1month,2month,golden,silver...)
