There are some automatic programs (see asp2php.naken.cc) to convert ASP Code to PHP Code. But as in any conversion, the output is not perfect and requires considerable rework, understanding of the original code and matching with converted code, filling out the missing pieces and testing. We have done a similar work earlier. You may PM me with your details.
