More than likely, you'll want to be using Flash and actionscript to perform this task. I have asked about it before, and to no answer, but all of the websites such as ChatRoulette utilise Adobe Flash in it for streaming the videos. You should use ffmpg to do live streaming but by using just php its not possible you should use flash action script and flash communication studio too
