Alternatively I am looking for a place on the web where they already sell this kind of script.

Here is some desc.
Proxy owners submit the proxies to the site once they have verified the email and the script verifies a link back to the site, the admin is sent an email to double check the link (this can be removed to make it completely automatic) and the site is added to the proxy list within 6 hours.

A check is ran every 6 hours to make sure each and every proxy on the list is operational and that the link back to the site still exists, if it is not the site is temporarily removed from the list until the site is working or the link is back. If the link is not replaced or the site is down for a total of 10 days then the site is removed permanently.

Not sure if you've passed this site, but I think http://www.proxylistscript.com/, complies with everything you're looking for, although they are a bit pricey.

 

Ah, well, you'd be cheaper by buying the script than let it code
