Rather than start from scratch, you may want to try using an open source CMS, such as Wordpress, Drupal or even Joomla.

Otherwise, if you did want to start from scratch, it would probably be advantageous to use a PHP MVC framework, such as CakePHP or Yii. A lot of tutorials out there that will help you along.

If you search this forum you will find threads discussing niche CMS systems for matrimonial sites. Get the one that fits best and customise so that its unique and serves your users well.

Its a well established market so you'll need to do your business planning well and put aside money for marketing - but that's a whole other topic.

Creating a matrimonial site is not an easy task for beginners.
    1. you need to be an expert in database structure designing.
    2. you should create a flow chart on how your site gonna work, interms of users, members, admin etc.
    3. writing a clear code .
    4. creating each module separately and testing...
    5. assembling things and sorting out database queries..

this is just a short explaination....

I have recently created one matrimonial project for our client check this www.simplyshaadi.com it took me 3 months, its a very advanced site. I used smarty templating engine which separates coding from design.
However, first u gotta be expert in core php before putting hand in frameworks..

    Good luck and best wishes
