That one doesn't sound familiar... I've been around phpLD forum for a while now and don't remember seeing that one. But, it doesn't sound like a bad idea. What would be your idea of "express". This may not be that hard to do and someone may even do it for free for you... Depending on what you need, I might be able to... not that i know off try contacting VS_Dan or an0n ... i am sure both of them can do that with their knowledge (i would highly doubt that its impossible)
I think it is simply typing a URL and then getting all the information from the site by a php and submitting it! I think its possible and I would try it some point of time If you have express submission then there would be more spam
