    If you're wanting to have someone design the look, colour scheme, etc of a page, you want a Web Designer. If you want someone to program features into a design that's already been turned from a single image into a proper webpage, you want a Developer. Either way you want to post in the appropriate subforum of the Buy, Sell or Trade > Services forum.
