Buying Php/cron/cpanel api - only senior coders

Hello,

looking for talented coder to create a script that allows to:

1. create/edit/modify/delete max number of 20 cron job easily, please take look here http://goo.gl/jNkf
2. once this is done the customer must enter a serial number
3. if serial number is valid the script will send the created crons to cpanel cron service.

I will need a script to generate unique serial number based on e-mail address.

Code must be well written and commented. Payment upon verification of code and functionality
