PHP Coder needed for a job.

I posted this a while ago, but never got anyone to do the work needed, so I'm reposting it.
I need two things done.

I am using PHPmotion on the website, firstly, and the upload function isn't working properly - this needs to be fixed -.

And secondly, I have an account with a text message provider (Euratel , german company but I have all files in english). I need it so that users can send a text message (SMS) to our number, that it will count as a vote for their video. The amount of votes need to be displayed on the video, and we need to be able to rank videos by votes.
E.g:
send "55555 STAR" to 6666666.
With "55555" being the video ID and 666666 the shortcode / number we have.

Everything required to get it going we already have, just need someone to complete the coding.

I need this completed within the next 48 hours.
