PHP code for Images

I want to create a website that combines two images.....

one image given by the visitor and the other from the set of images provided by me and give the output.

The most important is that they should have the DRAG effect (the user should be able to drag one image on to another where ever he likes to be)

To be simple it should provide a layer effect......over another

1) In what language should I code that ....
2) Is it possible to solve through ImageMagick
3) How much does a CODER charge for this work
4) Is there any free script available for it

 

If you want live drag&drop, save you need use ajax+js+php+gd, if only you want put image on other image, you can do it with few lines of css, but this wount save image as you will see on screen, and you wount be able to drag,drop, if you want drag&drop without saving image, you can use js+css

Nope, A custom code will be neede.....and I see the skills required are high......
3> Coder should not charge you more than 35 to 50$. (maximum 50$....on the higher end , for a coder based in the US)

I do not if$50 is high or not....But as an Indian it sounds higher for me....

But I think somehow I could manage $50. But, I want to do it on my won as a part of interest and fun in learning
