vb is the best. In phpbb-you will have to do loads of edit and it will be difficult.vb is easier to edit
of course vb is the best..but you need to spend money on... as well there is free forum script is phpbb..its also tuff and i like it..
I've heard that PhpBB isn't safe and that it contains a lot of security bugs. If your budget allows it, go for vB. A free, nice alternative would be SMF!
Which software you're after really depends on your needs. If you're looking for a successful forum, you want to go with vb, as it's a lot less intense on the server itself, from my experience, with regards to larger forums.

Even for 'free' software, I wouldn't go with phpbb unless I absolutely had to. SMF has converted me, simply because of the simplicity of it, and the lack of spam on the (multiple) forums I run. Before I converted every forum I run and manage to SMF, I was getting inundated with spam, spam, spam and more spam. Since? Not a single message. Of course, there's more reasons to go there, but that pretty much sealed the deal for me.

MyBB, while good, isn't as developed as phpbb or SMF. Mods are a bit tricky to do. That said: I love MyBB's templating system, it's great, and it takes a lot from VB in that respect. If only phpbb/SMF could get that unique
