Please tell me can I efficiently convert a raster image into a vector image via Photoshop? Or I need to use another programs for this.

You have to use Adobe Illustrator for vector images!!

Just like sanchyclub said, Adobe Illustrator is a vector specific program. Photoshop is a raster graphic program. So your best bet is to use Illustrator to make vectors.

You can do it ,but if take the help from illustrator this will be more and more easy for you.

Adobe Illustrator is much better for vectors than Photoshop's pen tool.
