I don't want to invest in the expense and knowledge of photoshop. I just want to be able to use the wand tool to outline a photo and drag-and-drop it onto another photo (background). Is there a program that does this, so that I don't have to purchase Photoshop?

I've heard good things from the software, GIMP. Its free and somewhat similar to Photoshop but with less features. I think that my alternative to Photoshop would be Corel Painshop Pro.
according to me, photoshop is the best Graphic design Toll. Because if you can operate photoshop, actually you can operate another tool. CMIIW
Gimp is great, but complicated for the new user. If you only have a few specific things you want to do, have a look at the other titles recommended above. Personally, paint.net is plenty for me.
Photoshop has a monopoly in their niche. No other competing software would go against Adobe in this stage of development. Gimp is a good drawing tool
If you are not going to do very advanced stuff you can take a look at sumo paint. The great thing is that you can use it in your browser and don't need to download anything. http://www.sumopaint.com/home/ Otherwise I would go for Gimp.
well photoshop gives you user friendly environment.. there is lot of alternative but still photo shop is nice..
