i know a wp theme that include gallery, but i didn't know if they support for rate the photos... i can install them for you. it's from elegantthemes...
I am mainly looking for a photo contest software not only with gallery but also with monthly and weekly contest, will have paypal options and rating/voting system just like dpchallenge.com or photocomp.com.au or other similar contest websites.
