Photo editor for websites?

I posted this on the Graphics forum, but it might belong here, instead:

Is there a tool or package that I can install on my linux server that would allow users on my site to do BASIC photo editing? Or something like Paint?

I want to create a part of my site where users can draw and have it saved, and I've googled, but I can't seem to find anything that does exactly what I'm thinking of.

is there a specific flash tool already out there, or would it need to be coded from scratch?
