    You'll find lots of tutorials on that. I use gimp and some of the techniques take a bit of getting used to and I'll go back to the tutorial each time until it finally sticks (I don't do that stuff very often).

    For photography type photos, Adobe Lightroom is great. If you are talking about images, then I would stick with Adobe and try Photoshop. Both have a little learning curve, but they are very powerful. I think you can get them with Adobe Creative Cloud fairly cheap per month.
