well you can start by looking in the freebies section...and if that fails then you can search with google where you will find tons
You're hardly find unique and free template. Free templates are usually on dozens of sites. So if you want something unique, you'll have to pay.
Unique and free templates are kindly like an oxymoron. There is no such thing as a unique free template just a new template that hasn't been downloaded by someone yet. Like hogar said you'll have to pay unless you end up customizing yourself. Here's a site: http://www.freewebtemplates.com/

Why Flash? Flash sites can't be crawled by search engines and you will lose a lot of organic traffic. There are so many beautiful HTML/CSS themes for free and you have to just Google them up. Also if you can afford some bucks for your theme I can suggest visiting ThemeForest.com
