My elder brother has got a Personal Paypal account and he doesnt have a credit card. He wants to continue with this personal account only,as his monthly income from sales is less than 500$ and as far as my knowledge is concerned,Paypal gives 500$ Withdrawal Limit to all personal members. But last month16th,he had withdrawn 490$ and till today,it shows WITHDRAWAL LIMIT- 10$... May i get an answer for this???
First you are breaking PayPal's TOS by using a personal paypal account for business or sales. Personal PayPal account is supposed to be for personal use not for business. Second This is your total withdrawal limit not monthly. So now your brother must add Credit Card to lift the limits. Hope this helps

You are not allowed to use the personal account for making money, it is an account for you to use to spend money, receive funds from family and friends and probably use to sell off a few of your things which you no longer want to use again within the online auction. If you provide a service or sell products to make money, you need a premier or business account. Of course, getting your account verified is the most important thing. Paypal does not want people to misuse their platform for money laundering, terrorist funding or any illegal activities. Because anyone can sign up for an account and use fake details and verification would use your bank's checks on you to determine that you are who you claim to be and that you are creditworthy.
