Perfect Money is not scam and I am using PM since few years. Total send/receive more than $50,000+. No problem at all.
I think it is a scam. Please look at the mail I sent them several months ago: Quote July, 2nd, 2018 Dear Sirs: I still have not received the USD 380 (Invoice # 497xx, batch 2153654xx). I have askedEimantas Changex for my money on june the 13th with no answer as of today. Attached please find the email I sent them. Should I not get my money back in a matter of days I would be led to think that I am been dealing possibly with fraudsters, and I will put the matter in the knowledge of the police. Unquote Til now, september 22th, 2018, I have had any notice from PM.
PM is not a scam. It is popular with Hyip and scam projects, but it is working good for good purposes also. The best way to use it - look for online exchangers. And make all your operations through them. It will cover your time and part of fees.

Perfect Money isn’t necessarily a scam, but it does have strict rules and fees that can catch users off guard. The minimum withdrawal limit for certain methods, like bank transfers or VISA, is higher than $200, which seems to be the issue you’re facing. If you can’t meet the withdrawal minimum, you might consider alternative ways to use the funds, like transferring to another user, buying cryptocurrency, or using an exchange service. Just be cautious and stick to trusted platforms to avoid losing your money
Had the same email, but we're in the UK. Seems like Perfect Money have pulled out of a number of markets in recent times, which is a shame as it was a decent payment processor.
Over the last six months, every month more new countries fall under the bloc. Unfortunately, it is no longer possible to use this PM service Usually, they give 1 month to withdraw the funds. but I also know cases that users got a sudden block, with no possibility to withdraw balances.
