    In my opinion

    Title Tag - Limit 60 characters
    Site Description - 150 character limit
    Keywords - Limit 200 characters, separated by commas

    The keyword length what you have suggested is common for all search engines or not.

    Since different search engines would have their own unique algorithms for SEO

    In my opinion there is no thing as perfect, what I do is I apply the target keyword twice in title tag and thrice in description and I ignore the keywords just place there the other targeted keywords and it works in some of my sites but not all.

    No, Search engines still use keyword meta tags, If you want perfect seo website, add title upto 50-60 characters, and site description, around 200 characters, and keywords, use around 8-10 keywords seperated by commas.

    Well, actually, Bing does read the meta kw tag... and considering that Bing will soon be powering Yahoo as well, I would say the few minutes it takes to add the tag may be worth the effort.

    Just add them. If they are not using them, fine, if they do, fine. It is really easy to add them and it will not hut your PR.

    title should be 3 word maximum. you can use one to two liner discription in meta. same as the keyword should be only targeted and well define. don't try to put every keywords.

    Yeah, there is no harm in adding meta tags.. I think it is silly for people to say that Google doesn't use them at all..
