    There is no rule to build links per day, It's based on quality of links. If you use the same Anchor text for every submission it's a problem,regularly change the Anchor text.
    There are various techniques to make quality link, please check the 3 of them:
    1.The higher the PageRank.
    2. Relevant, keyword rich linking text is essential to the validity of the back link.
    3. Geographical links

    Really this question is unanswerable. google never said thats limit. you have to do just natural and quality link.
