Could be that you are targeting the wrong audience.
younger people don't care about doing surveys
older people hate doing them

The people that know how to crack them easy, will do them, but the majority won't bother with them.

I hate script mafia when they display surveys

 

Even after doing the signup user can't access the download or anything.
So all knows that, this is waste of time. If you are using such program, it is recommended remove it from site right away.
If you don't remove, you are losing your visitors.
